Port Visa Issuance and M Visa Renewal Will Be Easier!

On August 3, the Ministry of Public Security (MPS) held a press conference on the topic of “Service Guarantee for High-Quality Development” to brief the MPS on the study and formulation of a number of measures by the the Ministry of Public Security for service guarantee for high-quality development. Mr. Jia Tongbin, Deputy Director General of the Foreigner Management Department of the National Immigration Administration, attended the conference and responded to relevant questions.

In order to comply with the rules of trade and commerce and help domestic export-oriented enterprises “go out” and “bring in”, the Ministry of Public Security and the National Immigration Administration have decided to provide foreign trade personnel with port visas and the convenience of multiple visas issued within China.

This initiative will further promote cross-border business personnel exchanges, facilitate foreign business personnel to come to China smoothly and efficiently to carry out trade cooperation, investigation and negotiation and other business activities, which will help domestic enterprises to seize the opportunity to grasp the orders, expand the international market, and seize the first opportunity in the new round of industrial revolution, and better safeguard the flow of international personnel elements, and maintain the security and stability of the industrial chain and supply chain.

In addition, according to the current regulations, when applying for residence permits in China, foreigners should submit their passports to the exit and entry administration departments for review, and the document will be returned to them when receiving the residence permits.

The new measure will allow foreigners to keep their original passport after verification while applying for residence permits, so that they can handle relevant matters with their passports during the period.

This measure focuses on permanent foreigners who work, study and carry out scientific research, investment, innovation and entrepreneurship in China, as well as visit relatives. They can carry out social affairs such as travel, accommodation, taxation and banking with their passports during the period of applying for residence permits. The move is expected to benefit at least 700,000 people a year, helping create a more efficient and convenient business environment, Jia said.

There are two mesures related with expats in ” Several Measures for Public Security Organs to Serve and Guarantee High-Quality Development” issued on Aug 3. 

Number 5: Applying for visas at ports for foreign businessmen and providing facilities for the exchange of multiple visas. Foreigners who come to China for business negotiations, trade exchanges, installation and maintenance, participation in exhibitions and conferences, and investment and entrepreneurship, and who are too late to apply for visas for coming to China from abroad, can apply for visas to the ports on the basis of invitation letters from enterprises and supporting documents. For those who need to make multiple round trips for commercial business, they can apply for a multiple-entry valid commercial visa within three years after entering China.

Number 6: Foreigners applying for residence permits in accordance with the provisions of the verification of their valid passports, may not retain the original passport to facilitate the foreigners during this period with a passport for related matters.
