Shekou Foreign Legal Assistance Center: Pioneering Expat Legal & Community Services in Shenzhen

Since its establishment on September 24, 2020, the Shekou Foreign Legal Assistance Center (SFLAC) has served as Guangdong Province’s first public legal service platform dedicated to expatriates. A collaborative initiative between the Shekou Sub-district Office and the Shenzhen Municipal Justice Bureau, SFLAC delivers inclusive, multilingual, and diverse services to both Chinese and expatriate residents in Shenzhen’s Shekou community. Located on the first floor of the Shekou Management Service Center for Expatriates (MSCE), the center has become a cornerstone for legal, administrative, and community support.

SFLAC boasts a robust team of professionals, including 27 lawyers specializing in fields such as labor, property, business, and family law, fluent in English, Korean, and Japanese. The center also employs 22 notary staff from the Qianhai Notary Office, alongside specialists in tax, visa, employment, and a foreign-trained psychologist, ensuring comprehensive support tailored to the needs of a diverse population.

Comprehensive Services Offered

1. Foreign-Related Legal Consulting SFLAC provides expert guidance on a wide range of issues, including labor relations, personal property, housing rentals, business operations, marriage, inheritance, consumer protection, and personal injury, ensuring accessible legal support for expatriates navigating China’s legal landscape.
2. Foreign-Related Dispute Mediation The center facilitates mediation for disputes involving labor, inheritance, housing, neighbor relations, and business partnerships, fostering amicable resolutions through professional mediators, reducing the need for costly litigation.
3. Notary Services In partnership with the Shenzhen Municipal Justice Bureau, SFLAC offers notary services every Thursday, managed by the Qianhai Notary Office. These services cater to expatriates’ needs for document authentication, contracts, and other legal formalities within Shekou.
4. Visa Consulting Experienced visa consultants from a partnering consulting firm provide personalized guidance at SFLAC, assisting expatriates with visa applications, renewals, and compliance, streamlining the often-complex process of living and working in China.
5. Intellectual Property Consulting SFLAC offers specialized consulting on intellectual property (IP) matters, including applications, miscellaneous IP issues, and infringement cases, supporting businesses and individuals in protecting their innovations in Shenzhen’s competitive market.
6. Tax Consulting Tax consultants from a partnering firm are available at SFLAC to offer advice on personal and business tax obligations, helping expatriates and local residents navigate China’s tax regulations with confidence.

Hot Topics in Shekou Initiative In 2025, SFLAC’s “Hot Topics in Shekou” program will enhance its role as a communication hub by developing an efficient system for collecting and analyzing policy updates and global developments.
