Qianhai 前海
Qianhai is Shenzhen's Shenzhen–Hong Kong cooperation zone on the western bay — a fast-rising finance and modern-services district built largely on reclaimed land.

Inside Qianhai
Qianhai sits on the western edge of Shenzhen, wrapped around Qianhai Bay where Nanshan, Shekou and Bao’an meet. Unlike the city’s older districts, it is not a centuries-old settlement but a purpose-built zone — the Qianhai Shenzhen–Hong Kong Modern Service Industry Cooperation Zone, launched in 2010 on land largely reclaimed from the sea.
In just over a decade it has gone from mudflats and container yards to a forest of towers, and the ambition behind it is hard to miss. Qianhai is meant to be the testing ground for closer Shenzhen–Hong Kong integration and a financial and modern-services hub for the wider Greater Bay Area. It is also planned to eventually house around 150,000 residents.
A 2021 reform plan expanded the zone roughly eightfold — from 14.92 to 120.56 square kilometres — folding in parts of Shekou, Bao’an’s central district, the Dachan Bay and airport areas, and the new convention and exhibition town. That scale, plus a raft of free-trade and cross-border reforms, is what people mean when they call Qianhai the “Manhattan of the Pearl River Delta.”
Let’s take a closer look at what makes Qianhai distinctive, and whether it suits expats looking to work or rent here.

Why Move to Qianhai?
A Finance and Services Hub
Qianhai was conceived as a hub for modern services — finance, logistics, technology services, and professional services such as law and accounting. Preferential tax and regulatory policies have drawn thousands of companies, including a large and growing number of Hong Kong–invested firms taking advantage of the zone’s cross-border rules.
For expats in finance, legal, consulting or trade, that concentration of head offices and start-ups means the kind of work that is harder to find elsewhere in the city is clustered here.
Built for Shenzhen–Hong Kong Cooperation
Qianhai’s whole reason for being is closer ties with Hong Kong. The zone offers dedicated support for Hong Kong professionals and young entrepreneurs — innovation hubs, eased recognition for some Hong Kong qualifications, and cross-border financial pilots — and it sits close to the Shenzhen Bay Port crossing, which makes the trip to Hong Kong straightforward.
New, and Built to a Plan
Because almost everything here is recent, Qianhai feels different from the organic sprawl of older districts. Wide boulevards, a planned core around Guiwan, a generous bayfront, and a metro interchange at Qianhaiwan were all designed in from the start. Apartments tend to be new high-rises, and the public spaces — parks and the waterfront promenade — are modern and walkable.
Connected by Land, Sea and Air
Few parts of Shenzhen are as well connected. Qianhai links into the metro network at Qianhaiwan, sits minutes from the Shekou ferry terminal to Hong Kong and Macau, is close to Shenzhen Bao’an International Airport, and reaches Hong Kong directly via the Shenzhen Bay crossing.
A District Still Being Written
Qianhai is the most future-facing corner of an already future-facing city. Much of it is still under construction, and the skyline changes from year to year as new towers top out around the bay.
For expats, that newness cuts both ways. The area can feel raw in places where building is ongoing, but it also offers some of Shenzhen’s most modern apartments, strongest cross-border job opportunities, and best transport links — a district being built, quite deliberately, for what Shenzhen wants to become next.
